Help

Duties at the full performance level include:

  • Negotiate contracts and agreements with property owners and concession agreement applicants which are often controversial, involving disputes over the authority ownership of the government and parties involved.
  • Negotiate and resolve problems related to the area and location of lands needed for acquisition of new rights-of-way and management of existing project lands.
  • Make decisions on resolution of trespass problems on what action to take, whether by negotiated agreements, leases, licenses, or by legal action.
  • Develop and prepare permits, licenses, agreements, and rights-of-way documents and supervises the preparation of maps and exhibits.
  • Conduct and coordinate land use inventory for the Western Colorado Area Office which involves gathering data for resource uses, rights-of-way, health and safety hazards, environmental problems, trespass, and unauthorized uses.
  • Conduct studies to determine lands and rights required for project purposes, considering the requirements for construction, operation, and maintenance of project features.
  • Conduct interviews with landowners or managers.
  • Conduct field reviews and inspections, completes reports, and attends periodic training.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience in three (3) or more of the following areas. 1. Use of automated systems and /or processes that includes federal space acquisition, federal real property transactions or interagency agreements. 2. Use of systems to complete administrative support functions such as completing monthly reports, completing monthly lease payment transactions, or entry of new lease agreements; 3. Experience working with various customers and stakeholders, both internal and external, assisting them and answering questions when needed; 4. Maintaining accurate files and reports with minimal input and direction from a supervisor.

OR A master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related.

You may combine specialized experience and education to meet the minimum qualifications.

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience in three (3) or more of the following areas:1. Preparing and processing realty documents and titles in compliance with Federal laws, title regulations, and procedures for the acquisition of land rights. 2. Providing technical guidance, oversight and monitoring of easements and land purchase contracts. 3. Conducting negotiations with private parties and various entities for property rights. 4. Using a GIS database and plats to verify accuracy of lands inventory.

OR You could otherwise qualify on the basis of Education having a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., if related.

OR You may combine specialized experience and education to meet the minimum qualifications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 12/05/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-09 and GS-11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. You will be evaluated for this job based on how well you meet the qualifications above.

Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, his/her on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of his/her experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100. Phase 1: Applicant resumes will be reviewed by HR to ensure they meet the basic qualification requirements (see definition of specialized experience). If applicants meet basic qualifications and score at least a 90 on the initial phase, they will continue on to the second phase and will be given an interim score based on the applicant assessment questionnaire.

Phase 2: Applicants who pass the first phase will be forwarded to a SME who will then conduct a resume review and rating based on the following competencies listed above. The SME will assign the applicants a score which will be combined with the score of their technical assessment.

Phase 3: Candidates will be given a final score which combines the scores from the first and second phases. Those candidates who score as best qualified will be referred to the selecting official for consideration.
