Help

  • Acts as a Emergency Management Coordinator who supports the Emergency Management Programs including Emergency Action Planning for High-Hazard Dams and Hazard Canals, Continuity of Operation Planning, Regional Emergency Communications Center, Emergency Notification System and National Emergency Support Function programs.
  • Serves as a member of the incident command and point of contact for the assisting/cooperating agency representatives (e.g., agency representatives from fire agencies, Red Cross, law enforcement, public works, and service and engineering organizations, etc.).
  • Supports the region on policy and directive development teams for Reclamation's Policy and Administration Division. Supports the region on federal, state and local interagency National Incident Management System (NIMS) and Incident Command System (ICS) coordination efforts.
  • Supports exercise implementation and evaluation teams within the region, area and field offices for the EAP plans.
  • Develops, implements, and maintains an effective accident/incident response capability within the CPN Region.
  • Supports the CPN Reclamation Emergency Operation Center (EOC) manager upon activation of the EOC in response to a local, regional, or national incident or disaster.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience (1) participating in the following or similar National Incident Management System (NIMS), Incident Command System (ICS), Homeland Security Exercise and Evaluation Program, Federal Emergency Management Agency (FEMA) and Department of Homeland Security (DHS) programs and/or other disaster preparedness programs and procedures, (2) Assisting in planning, organizing, and operating emergency management protocols or procedures, (3) assisting in drafting after action reports or similar emergency management documentation. You could otherwise qualify on the basis of Education having a Master's degree or equivalent graduate degree OR at least 2 full years of appropriate higher graduate level education OR an LL.B or J.D., in a field of study directly related to the work of the position to be filled. You may combine specialized experience and education to meet the minimum qualifications.

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience (1) leading groups of individuals in operations involving the following or similar disaster preparedness protocols and procedures: NIMS, ICS, Homeland Security Exercise and Evaluation Program, FEMA and DHS programs, (2) Planning and organizing emergency management operations and (3) approving after action reports or similar documents to advise key management on emergency management protocols and procedures. You could otherwise qualify on the basis of Education having a PH.D. or equivalent doctoral degree OR three full years of progressively higher level graduate education leading to such a degree OR an LL.M in a field of study directly related to the position being filled. You may combine specialized experience and education to meet the minimum qualifications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 01/20/2025.

Education

This vacancy announcement allows substituting education for experience at the GS-09 and GS-11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, his/her on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of his/her experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100. If applicants meet basic qualifications, they will continue on to the second phase and will be given an interim score based on the application questionnaire, which will take the applicant approximately 30 minutes to complete when initially applying.

Phase 2: Candidates who pass the first phase will have their resume reviewed by a subject matter expert based on the competencies listed above.

Phase 3: Candidates will be given a final score which combines the scores from the first and second phases. Those candidates who score as best qualified will be referred to the selecting official for consideration.
