  • Creates Statements of Work for contracts, creates Independent Government Cost Estimates and Tracks Contractor performance during the life of the contract. Enters data in database.
  • Communicates with Regional, Area, and field office staff engineers and contractors verbally to question or clarify data received, request additional or missing data, and discuss data inconsistencies.
  • Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing contract performance. Manage multiple contracts at a time.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-8 grade level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience in contracting as a Contracting Officer's Representative (COR), and operation and upkeep of database systems.

To qualify at the GS-9 grade level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-8 level in federal service having demonstrated experience in contracting as a Contracting Officer's Representative (COR), or Contract Specialist (CS) on construction contracts, professional services contracts, professional services contracts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 01/25/2025.

Education

This vacancy announcement allows substituting education for experience at the GS-8 and GS-9 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

Note: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

You may be required to serve an initial probationary period. Current, permanent Federal employees who are selected from this announcement may be required to serve a probationary period.

Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, his/her on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of his/her experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified.
